In last year, Google use 12.5 billion dollars to buy Motorola and no one believe Google is only interested in the 17 thousand patents. In one later later, after getting the patents, Google may sell it to Huawei.
I checked with news agencies and found Wall St Journal had reported similar news. This is good to the benefit of Android. If Google entered hardware manufacturing industry, it would be unfair to other Android vendors.
